Major Rullman graduated from Simi Valley High School in California in 2008. Upon graduation, he accepted a Naval Reserve Officer Training Corps scholarship to Illinois Institute of Technology (IIT) in Chicago, Illinois. After completing two years at IIT, Midshipman Rullman transferred to the NROTC program at Ohio State University where he subsequently transferred from the Navy program to the Marine Option program. In 2011, he attended Officer Candidates School in Quantico, VA. Upon graduation from Ohio State in 2012, he was commissioned as a Second Lieutenant in the Marine Corps.
From September 2012 to March 2013, 2ndLt Rullman attended The Basic School (TBS). He graduated within the top ten percent of his class and received orders to attend the Infantry Officer Course (IOC) to become an Infantry Officer. In June of 2013, 2ndLt Rullman completed IOC and received orders to 2nd Battalion, 9th Marine Regiment (V29) in Camp Lejeune, North Carolina. From 2013 to 2015, 2ndLt Rullman served as a rifle platoon commander for Echo Company. In 2014, 2ndLt Rullman was promoted to the rank of First Lieutenant. Soon after, he completed a Unit Deployment Program (UDP) to Okinawa, Japan. During the deployment, 1stLt Rullman advised foreign infantry units on infantry tactics in the Republic of Korea and the Philippines.
Upon return in early 2015, V29 was disbanded and 1stLt Rullman received orders to 1st Battalion, 8th Marine Regiment (V18) where he served as the Headquarters and Service Company Executive Officer. During the summer of 2015, 1stLt Rullman attended the Marine Advisor Course in Virginia Beach, VA. In late 2015, 1stLt Rullman transferred to Bravo Company to serve as an assault/support platoon commander for an upcoming deployment. From January 2016 to July 2016, 1stLt Rullman deployed to Moron, Spain in support of the Special Purpose Marine Air Ground Task Force - Crisis Response Force, Africa. During this time, 1stLt Rullman conducted advisory missions to Special Operations Forces in Portugal and Spain as well as joint training with the AFRICOM Crisis Response Force.
In July 2016, 1stLt Rullman received orders to the School of Infantry - West, where he completed the Basic Reconnaissance Course. He immediately reported to the Survival, Evasion, Resistance and Escape course in Coronado, CA where he completed SERE Level C. 1stLt Rullman proceeded to the Basic Airborne Course at Ft Benning, GA and graduated as a basic parachutist in February 2017. In March, he was promoted to the rank of Captain and received orders to 3d Reconnaissance Battalion in Okinawa, Japan.
Capt Rullman reported to 3d Reconnaissance Battalion in late March and was assigned to Alpha Company, 1st Platoon as the platoon commander. He completed a battalion sponsored pre-dive course in April and then attended the Marine Combatant Diver course, graduating in June. Over the next 12 months, Capt Rullman's platoon conducted rigorous individual and unit training phases. The unit training phase culminated with a High Altitude High Opening parachute course and a Tier One Group CQT course where he was certified as a Category III parachutist. In June 2018, Capt Rullman's platoon began their active cycle and over the next 11 months conducted numerous training exercises and advisory missions throughout the INDO-PACOM AOR.
In May 2019, Capt Rullman received orders to Force Reconnaissance Company, III MEF to serve as the 1st Platoon Commander. During this time, Capt Rullman executed a security mission in support of the President of the United States' visit to North and South Korea. In July, Capt Rullman was assigned as the Operations Officer of Force Company where he organized and executed multiple training events and operations across Asia and North America. In March 2020, Capt Rullman served as overall mission commander for DOD Quick Reaction Force and primary liaison to the U.S. Secret Service in support of the President of the United States' diplomatic visit to India.
In June 2020, Capt Rullman received orders to 2d Battalion, 6th Marine Regiment, where he was assigned as the Golf Company Commander. Capt Rullman executed a 20 month workup and deployed on the 22d Marine Expeditionary Unit as the Helicopter Raid Force Commander aboard the USS Kearsarge. While deployed, he was promoted to the rank, he was promoted to the rank of Major. Upon return, Maj was assigned to lead Task Force Reaper on Marine Rotational Force Europe - United Kingdom. The Task Force was attached to 45 Royal Marine Commando where they executed various stability missions in the Baltic Area of Operations.
In June 2023, Major Rullman was assigned as the Commanding Officer, RS Raleigh where he currently serves.
His personal decorations include the Navy and Marine Corps Commendation Medal (Gold Star in lieu of second award), and the Navy and Marine Corps Achievement Medal. Major Rullman is married to his wife Nicole and they have one child; Walter.
